There is no way for more stock to be bought than sold.

When a stock has no published bid as has been the status of PVEC for many months, it merely means that market makers are not willing to buy the stock without orders to fill. It's means that the stock has become extremely illiquid.

The total number of shares bought ends up being the same as the shares being sold.


You may be thinking of how trades are displayed. Trades above the midpoint of the bid and ask are shown as buys and trades below the midpoint are shown as sells. When there are no published bid from market makers, all trades are shown as buys as they are made at the ask.

The situation is a bit like the grey market in which MMs are prohibited from publishing bid and ask quotes. The main difference is that trades don't have to be evenly matched.
