Ok, here's some speculation...

“We hope to be able to commercialize it this year,” he said. “And we got some attention because of the fact that we’re working with UCSB and have been able to develop this technology, and that allowed us to then acquire these companies that have really helped us.”

He doesn't say anything about finding a manufacturer. And to actually commercialize it, i.e., sell it, in the next eight months, they would have to have settled on a manufacturer. And then he talks about how there is no shame in working with foreign countries, because it is not cost-feasible to manufacture stateside.

Sounds like we may have found a foreign manufacturing partner. The above quote also confirms that Sunworks and MDE were convinced to come on board by the 3D cell.
