Not wrong. Timing of the event is coincided with the time that the filing requirement is needed and making sure that they can file after hours on a long weekend.

Do you really think these are randomly issued? Also, obviously a filing can be done during the day or after hours.

I have never seen a good filing issued after hours on a Friday, what would be the point?
