It would not be good to have to hint of QE4 when they're trying to exit ZIRP (good luck on that happening in the foreseeable future).

it is "not clear" when the Fed will explain this and other measures such as what indicators it will use to determine when it should unwind its balance sheet.

"The Fed should not only be able to answer these questions, it should be held accountable for its actions," Representative Richard Shelby said.
