It's happened numerous times. Someone with free/cheap shares (insider, death spiral, creditor) says "If you can dump more than x million shares at $.0002, I'll sell you the same number at $.000197".
MM's wait for some retail lotto player to come up with 8 grand and voila, another 41 million shares trade and are placed into the ask at $.0003.
