Stock promoters who are now in jail

is it legal when a company has their lawyers pumping a stock sending pm saying billion $ valuation coming etc so that you buy shares then you learn because the company has no cash tht they pay in part shares to their lawyers..who pump that bringing in sheeple to be dumped on? and have been doing it for years? I wont give the company name but they have been giving out misleading prs imho too,just wondering what the extent of liability lies...especially when what they are sending out is lies and they know it? ..and the share price has lost 75% of its value from their saying its going to dollars etc but is subbie
