I am long ECIG.

Quite honestly, at this stage of development, COGS is not important to me. What is the most important metrics, in my eyes, is increase in sales, which is indicative of market share. This sector is in infancy, with explosive growth ahead. The company should care less about loss than market share. Once we garner a certain size of the market, keeping our customer base will be the next battle.
So I will give them a pass if COGS goes down and revenue increases substantially.
Patience is virtue.
