Actually he can't run any material, legally, as he has no permits. But you're right, it is a pathetically little pilot plant, and not one suited for processing gold ore. I wonder if he realizes that if he doesn't bolt that equipment down to something, the equipment will shake itself apart? Did that occur to him? Probably not, since he knows nothing about mining or mineral processing.

And what are the costs to truck the ore to the equipment stored at the old dairy? It is many miles away from the Keystone Mine. It is a little closer to the Congress Mine, but ADEQ will be watching any attempts to process Congress tailings.
