That's not how it works.
The certification is for the company and for the particular model of plane.
Baltia can bring on as many 747-200s as they would like, once they are certified for the 747-200.
When they start adding the 747-400 models (which they have plans to do), they will need to be re-certified for that model, but the bulk of the certification....the manuals and the personnel....will have already been done.
When they begin certifying the 747-400, they will already have multiple routes and multiple planes in the air, and the revenues they generate will help fuel the expansion.
