Well, I did this just now. You might try google more often.

I googled "what time does baker hughes rig count come out"

First result says: "The North American rig count is released weekly at noon central time on the last day of the work week. The international rig count is released on the fifth working day of each month."

So I know normally when times are mentioned here, no matter what time zone we are in, we try to use eastern time. I'm in central time, but still use eastern time aka market time. Whoever said that to you, should probably do the same.
