Willis is still under shock and believes in the consolidation efforts of the others and focuses on company day to day tasks.
They do not see these few shareholders after RS as people deserving gains. They got what they wanted/needed and now don't get into strategic PRS but take the risk of the OTC by simply playing "normal (meaning only absolutely essential PRs)" which will bring them confidence in the future, but right now is risky.
