In my opinion, the license will not be reviewed until the water plan is complete. Colorado water rights is a very complicated issue and unlike most of the Eastern states it is based on priority rights. As an example, you cannot even collect water in a roof retaining system. A proposed two barrel per home collection is now being proposed in the Colorado legislature.
In summary, the water process is not cut and dried and all details must be completed and sent through the county and state regulation process. In due time all will be processed and INCC will get the license approved.
