Below is pasted a private by our valued and beloved member Cuin2 (in response to my posting; only comment of mine...I could trade shares from 9:30 am yesterday on/Fidelity Investments without even 1 min gap after RS and I believe most could so some PR/guidance would have made sense e.g. on monday and thursday)::
