Not to be rude, but FINRA does not decide the "Holder Of Record Date" for spin offs. The CEO of RGCP does that, in accordance with SEC regulations.

As an example, the other company I alluded to has announced the "Record Date" as March 31, 2015, but not the actual spin off date nor the spin off ratio.

In any event, I will try to contact the company tomorrow.
