The way Dell works is that if they have a problem with the system level product they turn to Intel -- or now AMD -- and say FIX IT. They expext their supplier to be responsible for the platform not just the chip component

If Dell has a manufacturing problem in Taiwan, e.g. laptop failures after customer delivery, they call Intel and say Fix It. Yes the manufacturer was picked by Dell and may have crappy manufacturing practices but Intel has to work with Dell's manufacturer to fix the problem.
