You do know that the word partnership has meanings other than relating to a business relationship, right? In fact, that's how it's used most of the time?
In fact, if you look at a dictionary, you'll see this as the first definition: "the state or condition of being a partner; participation; association; joint interest."
So if FSNR is partnering with a company, it is forming a partnership by DEFINITION.
Also, if a company WERE forming a legal partnership, they would ALSO use the terminology that FSNR used (Partnering with a company).

I didn't claim that FSNR formed a legal partnership. Merely that they claimed they were forming a partnership (legal or otherwise, their usage is unclear).
But of course, semantics is the only thing of substance that FSNR produces, so you are right to highlight it. :D
