Like you said with an ACTIVE (I do hope the English word ACTIVE means the same as in Flemish, although I doubt it cause I haven´t seen anything from the SEC since a year) SEC investigation going on :

- would you raise the O/S by 20 fold if the SEC just had stepped in to protect the ´innicent´ shareholders???? I sure wouldn´t. Except from Hanibal Lector, nobody likes jail...
- would you continue to naked short this company, if you see that the longs keep accumulating and keep buying shares, and that there is a possibillity of PCBM coming out clean?????? I sure wouldn´t

So frankly I can not give you an answer to your question. Probably I´m to big a chicken to be a crook. But I can still buy.
