It's probably a market maker falsely advertising ask price and then refusing to honor it (which is against SEC regs).. If there was a real seller behind the ask, the order would have been filled for them.

So if some market maker wants the ask to go from 5 to 4, by advertising false 4 ask, he must want the price to go down to get some cheaper shares soon. (Since if he wanted to sell a ton of shares, he would act in ways to bring the price up).

Of course, it could be a complete head fake or anything, who knows, I'm no expert.
