Yes—the tolerance is 25%. That’s’ why I noted that the difference is sometimes enough for a user to detect. (E.g., I’ve noticed that branded Adderall works differently from generic.)
But this is mostly matter of efficacy rather than safety. Hence, I found it surprising that:
