I don't think so, although it is not entirely clear what they mean. They refer to building "organizations" though, as opposed to building manufacturing facilities. Perhaps they would create a subsidiary(s) that would independently manage the product(s) commercialization?

Are they talking about MFG the cell themselves? Sounds like the possibility of building some type of plant.
