Nah. You miss the point. The point is, design a core and then extend it to other segments. It's easier to disable unneeded features then to design something specific to a market, even if those features are still on the chip. If you are talking about 4 cores per chip, you still have to address performance as well as power. Seems thats done, esp when you have limited resources.
