Wow things must be slow around here. Definition of the word “by”:

“Indicating a deadline or the end of a particular time period.”

So I am not mistaken, March is by year’s end. So is April, May, etc. Leo said that he doesn’t want to uplist until the company is in a stronger position. Yes, uplisting will cause a temporary spike in SP. But without substantial news, the SP will drift back to the pre-uplisting level. I have seen it many times.
