These same claims were made regarding Fernandez's previous scam, WOOD, which ironically is the same story as AZFL. The SEC found that, amongst other fraudulent claims, that WOOD didn't have clear ownership of any land, nor the assets they claimed. Fernandez was banned from the markets for life for this public bamboozling, and yet this did not deter him. And a Section 3 (a)(10) illegal hijacking was pulled to enable him to profit from selling shares, again.

This one is not terribly difficult to figure out.
