That is how it's supposed to work. The higher the PPS during a placement the better. You need to offer private shares below PPS as they are usually restricted. The up-list should have been done as a separate event IMO.

There had to be a factor making it necessary to get it done quickly. I'm not suggesting it's a good factor or a bad factor; but something had to have forced this.
