I have seen where hedge funds that control these develop stage companies short the stock down to nothing while hanging the funding carrot over the companies head. Getting the company to assist in putting out fluff news, reverse split news etc..in an attempt to shake retail out.
Then the hedge funds cover go long and buy the stock up running it back over a dollar, then canceling the reverse split and the stock goes to 5,10,20 dollars while pr after pr of great news comes out.

It was what I thought was happening with CERE and it looks as if that maybe the case.
