Actually, the share price has not been over 10 cents in over 2 years. So the cost basis of those shares are all less, most below .005.
The majority of the shares outstanding have been created since then, which is why the price has suffered so badly.
The company seems to have been selling massive quantities (10's of millions per quarter) to simply raise funds to survive.
It is a death spiral that is usually unrecoverable for a small business that still has not succeeded to even sell a product.
However, if just a few of their obstacles are overcome, I think a major upside possibility exists.

I've read their reports and news of the last few years.
If the SEC judgment is ever resolved and they can even secure the minimum number of orders needed to start production, we'll see pennies again. Which, if you have bought in down here below .003, you will be looking good.
