Kind of, if you mean body as a human body then you are right. What Obama is doing is reclassifying some ammo that Is Not truly Metal Piercing; the metal piecing ammo rule was regulation of handgun ammo and he has moved up into rifle to restrict (infringe upon) a large selection of ammo available to US.
