It doesn't add up see Axe post 56945.

Loose shares are used to sell short. If all the shares get covered with sell prices they are no longer available to short sellers. Many shares can be sold many times even if you "own" them they are out there to be borrowed for shorting. When that happens the PPS on "your" shares goes down

Cover them all up and who is shorting will have to pay up! They must cover the shares.
