In addition to the Herxheimer reaction there was also a similar problem observed with fungal infection patients treated with an anti-fungal drug which is used in Europe but is not approved here. My recollection (which could be incorrect because this is from many years ago) is that the reaction was why that anti-fungal was not approved here.

As far as the dead horse you continue beating, why would I be stupid enough not to call Brilacidin an antibiotic, just because I think that characterizing Kevetrin as a "chemotherapy" is not the way most people think of "chemo" -- although I DID acknowledge that technically your usage was not incorrect.
