I think you need to read posts from the last few days. The AS is NOT needed so vote NO if you feel like it.
The RS is needed to restructure the debt and move forward. Those who don't believe in the company's plans for our future can sell on March 11th when the RS gets voted in. I will be there to buy your shares next to the fund managers eager to load up. IMO ECIG
