They need room in the share structure for Note Conversions as all OTC's do but with a higher share price less shares are needed for dilution....

To suggest they will keep their A/S anything around 7.5b is ludicrous

It will be reduced accordingly and as far a dilution goes its apart of the game and anyone who doesn't factor that in when they invest in this exchange needs to be trading the big boards
