I have Scottrade also, and they told me the same thing that SVFC on there list was restricted, and a couple more months later I would ask again, and they would tell me the same thing.
I had read on another persons post, and he said that you can visit your broker and say the following: Mr. Broker, I realize that this stock is restricted, and that there are risk associated with it. I would like to sign a waiver that you are not liable because of my decision. So I hereby would like to purchase x amount of shares.
I have not tried this with my broker yet, but I am planning to ask him about it.
