Buffalo- is IMSC a FINRA reporting stock- YES it is.

Read: FINRA: 7330. Trade Report Input on the FINRA site.

The only slightly nebulous aspect is trades thru a "mm" that are not FINRA participants but even those have to be reported.

Further, where do YOU think the mid month, end of month OTC short numbers are coming from. Further still, why would it be "unlikely" that shorts are active and actively covering when in fact news for this stock can come out of anywhere at anytime--
