For 10years or more I have read insinuations why Baltia can't/won't do PR's on their own. Let's try this. Last night at the completion of whatever the task at hand was the FAA team leader group his/her evaluators, got their inputs, assessed the results and passed it up the chain to whoever the 'blessor' of the results is and can either give Baltia a verbal go-ahead to PR or await the official signed document before PRing. It's government, you do the time-frame.
