How? The original Keystone pipeline was built before he was POTUS - they just wanted to built another Keystone line from the Tar Sands in Canada. The reason is because Canada would not build their pipeline to the Pacific. The Tar Sands oil is the worse oil to transport and is almost impossible to clean up in the water. It will be headed to a tax free refinery in Houston called Valero so we get what? Most of the oil will be exported. Now much of the oil is land locked to the people who benefit are the Midwest as they get lower prices for oil vs the general price of oil as it can't get to market. Once Keystone is complete prices will go up in the mid West.

No POTUS could stop the pipeline being built within the US and much of the Southern Keystone was built to ease the distribution bottleneck in Oklahoma and get it to Houston and that part is completed and carrying oil. Keystone is not a big deal but is more a symbol of conservative stupidity voting against their own interests once again.
