Why?

1) Do they have an export permit? To get one, they have to complete and submit an environmental permit to prove the mine belongs to them and not under the control of the drug cartel.

2) no reserves, no drilling, no mining plan or study...except a 2 bit sample send to an "independent" lab for testing.

3) the overall cost to get the ore to China is probably one of the highest in the world, not one of the lowest as they keep on claiming
There is no need to start mining when cost is much much higher than selling price
