EXACTLY, a license-"CONTINGENT"-upon-"other"-action….is-NOT-a-license,,,,but-a-right to apply for one

sort of like the drivers license…………if you get the STATE license, GUESS what, you get to drive in the county…….

tells you that County licenses are ALL FLUFF and after the fact………"REVERSED theory" of the INCC promoters in August
