CEO's that I have known astutely "test" the waters for the various options in moving their Public Company forward. $OCAT CEO Paul Wotton has done just that in the "offering" and then withdrawing it. At this time $OCAT is an "Eye Treatment" company and primarily those other Pharmas focusing on expanding their Eye Sector therapies will understand best what is the potential and be the prime parties interested.
