While you are correct regarding the widely accepted definition of 'penny stock', here's some info re: Timothy Sykes, and the OTC.

Penny stock doesn't mean it has to trade at mere pennies. And he rarely trades OTC as far as I know. His definition of penny stock is below $5. And you can find plenty of those outside of OTC.
