Reading between the lines I think our problem at present lies in the decree 187/2013 as quoted by spillmonkey:

Look around 3/4 of the way down under section:
"III. LIST OF GOODS FOR WHICH IMPORT AND EXPORT IS SUBJECT TO ISSUANCE OF A PERMIT AND IN THE CATEGORY OF LINE MANAGEMENT OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

Section B
4. Animal breeds outside the List of goods permitted production and business in Vietnam; various types of insects which are not yet found in Vietnam; sperms and embryos of animal breeds imported for the first time in Vietnam.

Import permit, or license of testing, specifying conditions and procedures for licensing."

It's getting late here & no time to have a good dig but it appears (reading the article from spillmonkey) that the issue is the lack of a "List of Goods" being produced by the industry. Nobody knows how to classify the worms so it's a little crease that needs ironing out. Knowing Vietnam, decrees are re-drafted all the time, maybe a new decree not even needed and this list is enough.
