The FDA and Federal Government has been lagging behind on enforcing any restrictions because there is strong evidence and support behind ECIGs and Vaping being the most effective smoking cessation devices available. It is now the States trying to implement restrictions because IMO it is easier for Big Tobacco and Pharma to incentivise corrupt government officials on local levels.
