according theory many would be a slime/scam.

PPHM contracted CSM becuase :

A) there were aggregated by the FDA (on the lst)
B) must have advertised to have the know-how, people and equipment available in the wanted period of execution.
C) must have had a BETTER price for a SAME offering.

The above (except maybe #1) is why people hire ANY contractor. Some other arguments like location, reputation etc may come in line too but price and availability will be #1. Possibly PPHM's 121 patients clinical trial wasn't even quoted for by many Big CRO's because to small.

According the same thinking one can say that either Boeing or Lockheed must have been candidates slime/scams because one of them would have to offer what the gov asked for in the tender and one must have been cheaper then the other.

But if you want a biotech example: If two bioctech offer for the manufacturing of Bavituximab and one used the old time re-usable reactors and one then new single use approach and is therefore much cheaper, is it therefore suspect ?
