You are confusing shares that are bought off the market, which are automatically free trading, versus shares that are issued or paid by the company direct. When a Pink Sheet company issues shares, rule 144 is that all shares are held as restricted and cannot be sold before 12 month vesting period is over. On the other hand, PInk OTCQB companies have a 144 rule that has a 6 month restrictions. SUTI is OTCPK, so its a 12 month hold. Nothing to do with management, just an SEC rule.
