And how about you own up and take some PERSONAL RESPONSIBILITY for your actions (or lack of). Why does my credibility with PayPal have to suffer because you didn't take action?

I don't hide the refund policy. You'd have a point if it was on one page on the site. That is NOT the case. It's found at the bottom of EVERY SINGLE page on the site.
