Constraining the technology could mean a whole host of things none of which points to a glowing result. Again no one answers the question why didn't they get appropriate power supplies up to the test rig as soon as they knew? The installation took weeks. Why wouldn't they wait and install a new power supply and substantiate what is being mentioned?
