Yes in terms of new dilution yes, nothing new. The old dilution still exists. Way too many shares outstanding. If you look at other penny stocks with less outstanding shares they seem to rally and go to at least .10. This stock should have been at least at .05 with all the news that came out in Dec 2014 and Jan 2015.
