This was made very clear in a news story from Viet Nam

and are very eager to do so because they realize what a great opportunity they represent .

Also public from the same story

vietnam has put the legislation issue on the fast track

Now this would be inside info. But it is a fairly good guess to make since they are eager to do business.

Like I said. Easy to predict the already known.
