1. To avoid prosecution
2. Because NDEP has clout and a unresolved
issue/fine would block Bob, Don and there cronies
from doing biz at this mine or any others they
might pretend to mine.
3. NDEP can go after principals directly, IE after
their personal assets if they "pierce the corporate veil". IMHO, that would not be all the hard to do.
