TJ, you answered your own question exactly as I would have.

I believe that once the mini-evac demonstration is properly completed, the Proving Flights should start in 1 to 3 days and last about 1 month.

Then, after completion of the Proving Flights, there really should not be any major delay in Baltia receiving its certificate (Personally I don't see why that certificate couldn't be issued within hours of the final completion of the Proving Flights).
