There are EIGHT stock recipients who received shares in the Panamanian-related issuances, who can personally attest to the fact that they were not "held harmless" in the selling of unregistered shares they received. Six of them were just charged and disgorged by IIROC. The other two, in this example, were previously charged by the SEC.

Was there a migration of the securities laws? Violations that were being prosecuted by the SEC in NYC, are now only being prosecuted in Canada?
